REPS is a South Australian Government energy productivity scheme that provides incentives for South Australian households and businesses to save energy. The REPS follows on from the Retailer Energy Efficiency Scheme (REES) which ran from 1 January 2009 to 31 December 2020.
Shell Energy is one of the obliged energy retailers and is required to provide REPS services in the current year (REPS runs on calendar year).
The Essential Services Commission of South Australia (the Commission) administers the REPS in accordance with the Electricity (General) Regulations 2012 and the Gas Regulations 2012. The role of the Commission is to ensure obliged energy retailers and third-party providers comply with the requirements of REPS and the REPS Code. The Commission itself does not engage in, provide or perform any REPS activities.
Obliged energy retailers are set annual energy productivity targets. To achieve these targets obliged energy retailers make available to South Australian households and businesses a variety of approved energy productivity activities (REPS activities). Shell Energy Retail Pty Ltd is an obliged retailer in the current year and has an annual energy productivity target to achieve.

Obliged energy retailers can offer a range of activities to their customers. Currently we offer the following activities:
The Commission published a number of changes to the REPS regulations in December 2025. One of them is large customers (defined as individual customer contracts with consumption above 1 GWh of electricity or 3.6 TJ of gas) are excluded from the scheme with effect from 1 January 2026. This means Shell Energy customers who meet this definition will no longer incur REPS charges as part of their Shell Energy retail supply contract. We are working through this change for existing customers currently.
